What we do:
This project is part of the approach towards global Cooperative Intelligent
Transport Systems (C-ITS) aiming on International cooperation and harmonization.
The task is to extend an existing conformance test platform which was originally
developed by
STF 424.
STF 424 focused on conformance testing related to base standards from ETSI TC
ITS restricted to the car-centric road-safety domain of C-ITS. STF 455 will
focus on conformance testing of C-ITS protocols operated in a Bounded Secured
Managed Domain (BSMD) specified in the ITS communication architecture standard
ISO 21217 for global applicability. The conformance test platform will integrate
the different ITS test suites from ISO and ETSI, and will allow running
conformance tests against ITS equipment were C-ITS protocols according to base
standards from ETSI, or from ISO, or from ETSI and ISO are implemented.
The aim of
STF 455 is to validate the test specifications for
- ISO 21218
"ITS access technology support",
- ISO 24102-4
"ITS station-Internal management Communications Protocol (IICP)",
- ISO 24102-5
"ITS Fast Service Advertisement Protocol (FSAP)" and
- ISO 29281-1
"ITS Fast Networking & Transport layer Protocol (FNTP)",
and to
validate the respective C-ITS communication protocol standards. By this, STF 455
is supporting the standardization process and early procurements based on C-ITS
Release 1 standards.
STF 455
will also demonstrate the usefulness of an "upper-tester access" specified in
ISO 24102-3 "ITS station management
service access points" and in ETSI EG 202 798 "ITS Testing Framework" which is based on IICP and
reduces cost for testing.
The conformance test platform is a reference implementation and available to
vendors and other users wishing to assess the level of compliance of equipment.
It can be used for certification purposes. Also, with its high degree of
extensibility, it can be used for company internal testing.

Why we do it:
ISO TC204
"Intelligent Transport Systems (ITS)" WG16 "Wide Area Communications" is working
since more than a decade on various aspects of ITS communications. It works
closely together with ISO TC204 WG18 "Cooperative systems". This WG18 jointly
develops C-ITS application standards with CEN TC278 WG16. CEN TC278 WG16 and
ETSI TC ITS worked together on the EC mandate /M453 on
"STANDARDISATION MANDATE ADDRESSED TO CEN, CENELEC AND ETSI IN THE FIELD OF
INFORMATION AND COMMUNICATION TECHNOLOGIES TO SUPPORT THE INTEROPERABILITY OF
CO-OPERATIVE SYSTEMS FOR INTELLIGENT TRANSPORT IN THE EUROPEAN COMMUNITY".
Global
harmonization of C-ITS standards and cooperation in standardization is the clear
intend of the EC/DGINFSO and USDOT/RITA expressed in the
"EU-U.S.
Joint Declaration of Intent on Research Cooperation in Cooperative Systems".
Cooperation and harmonization is actively performed and supported by the EU/US
Task Force and their Harmonization Task Groups (HTG). ETSI TC ITS and ISO TC204
cooperate on the basis of a Liaison-A agreement with the goal to avoid
competitive standards, i.e. to develop complementary standards. ISO TC204 WG16
decided to use the expertise from
ETSI CTI to develop test suites and test platforms.
This
technical and political background is the reason for STF 455. Further on, this
attempt prepares for further implementations of test suites related to base
standards from CEN and ISO beside those from ETSI, all of them serving the needs
of global C-ITS.
STF 455 will enable early procurement of C-ITS based on protocol standards from
ISO and ETSI with test standards from ETSI.
How we do it:
The STF is
composed of three groups of experts which work closely together:
- Vendors
presenting implementations of the ISO protocols
In the
core team there is one expert for the ISO protocol standards and for
International harmonization (Hans-Joachim Fischer), one expert for TTCN and the
existing test platform (Yann Garcia), and one expert for software design and
development (Andreas Strobach).
The two
major TTCN-3 tool providers are Elvior in Estonia and TestingTechnologies in
Germany. TestingTechnologies was already involved in STF 424. The involvement of
Elvior allows demonstrating that the developments at ETSI do not depend on a
specific tool provider.
Vendors
selected so far are Commsignia in Hungary and Peek Traffic in The Netherlands.
Further vendors are kindly invited to announce their implementations to STF 455.
The work
of STF 455 is mainly organized in homework sessions, with some integration
sessions at ETSI in Sophia Antipolis. It is intended to demonstrate testing at
the ITS world congress in Japan in October 2013.

has access to the knowledge of previous projects, mainly the
CVIS project which
implemented and validated first versions of communication protocols from ISO
TC204 WG16.

members will promote usage of the C-ITS test platform.

to the STF 455 activities ETSI plans for interoperability events where vendors
can present their implementations.
