Why we do it:
Many new technologies including Information and Communication Technologies (ICT)
have the potential to facilitate the lives of most people, including the elderly
and disabled. However, experience consistently shows that products and services
are being offered that do not take into account the needs of people with mild or
severe impairments. Two reasons for this state of affairs are that companies do
not see a business case in offering barrier-free products, and that product and
service developers are often unaware of the requirements of customers with
impairments, nor of appropriate design solutions that in many cases are not very
demanding in terms of R&D and production costs.
The objective of this work is to address these user requirements by taking a
long-term approach in ensuring that new ICT will consider the various needs of
citizens and consumers with disabilities when the technology is first deployed,
not as an afterthought as has been the case for many significant previous
technological developments.

How we do it:
The ETSI Human Factors Committee has created a Specialist Task Force (STF) to
produce an ETSI Guide that gives guidelines for the user interaction design of
telecommunications devices and services that are likely to become available for
large-scale rollout in the next five to ten years. It identifies provisions that
have to be made in order to ensure that forthcoming interaction technologies
deployed in devices and services will be usable by all users including elderly
users and / or users with impairments.
The ETSI Guide will list user interaction technologies likely to be employed in
future devices and services in the form of a technology roadmap, specifying for
each technology:
- user-related requirements (e.g. sensory and
motor abilities);
- expected consequences of technology provision (evolutionary
or disruptive introduction);
- solutions and provisions (both those benefiting
disabled users only as well as those being useful for all users).
Measures that need to be addressed prior to the large-scale employment of those
technologies in order to ensure their usability by users with the widest range
of characteristics will be identified.
The STF will also produce a Technical Report that documents the background to
the work and gives some of the process by which the guidelines were derived.
