Standardization scoping for "Local Dynamic Map" (LDM)
What we do:
In co-operative transportation systems, the LDM is a key
facility element which will be supporting various ITS applications, e.g. several
active road safety applications, by providing in real time the location, heading
and current state of local ITS stations.
The first objective of this project is to identify the elements of the LDM to be standardized, e.g. the identification of the information to be stored in the LDM and the management of the information, to ensure the interoperability between distributed application elements.
The second objective of this project is to identify the requirements on the interfaces between the LDM, the other facilities functions and the distributed application elements in order to clearly identify the interfaces which need to be standardized according to the supply chain structure and its main actors.
Why we do it:
The standardization of the LDM will enable the development of standard software modules and data bases which can be easily integrated in ITS stations. These software modules can be provided by different specialists (map makers, applications providers, middleware providers) and be easily integrated by integrators to constitute a consistent, interoperable ITS system.
Millions of vehicles and road side units can be equipped with such software modules which can be provisioned in real time if required by applications, e.g. downloading of a partial LDM data base from a road side unit to locally transiting vehicles.
There is general consensus on ITS becoming one of the essential markets in Europe as well as internationally. The value of the market depends heavily on interoperability of equipment and sub-systems provided by different manufacturers.
ETSI TC ITS WG1 has been positioning the LDM as a key function of the ITS station facilities layer. TC ITS WG1 is also working on the standardization of "Co-operative Awareness Messages" (CAMs) and "Decentralized Environmental Notification Messages" (DENMs) which have been the basis of C2C-CC interoperability demonstrations achieved in October 2008 in Dudenhofen. Moreover, ETSI TC ITS WG1 has been scoping its work through the definition of a "Basic Set of Applications" (BSA) which can be realistically deployed in a time frame of about 3 years after the end of their standardization.
The BSA contains several classes of applications which can profit from the LDM. Just a few examples among others are:

Driving assistance co-operative awareness including the “intersection collision warning” and “motorcycle indication” use case.
- Co-operative navigation including the “limited access warning and detour notification” use case which can be beneficially used for dangerous goods transit.
How we do it:
The project is organized in following activities:

Analysis of the existing set of applications, LDM, etc. in ETSI and other bodies. This analysis includes the facilities layer and functions and relationship between functions.
- Refinement of the ITS station architecture and interfaces between LDM and other entities.
- Derivation from a refined architecture the structure of required standards.
Interfaces with ISO and IEEE will be managed through CEN. Promotion of the STF work has been envisaged via the ITS World Congress and via ITS events in Europe.
Deliverables:
The STF will produce the draft ETSI "Technical Report" TR 102 863 “Intelligent Transport System (ITS); Vehicular Communications; Basic Set of Applications; Local Dynamic Map (LDM); Rationale for and guidance on standardization”.
Time plan:
A first report is scheduled for the meeting of ETSI TC ITS in Trondheim, end June 2010.
A second draft will be made available in November 2010.
The deadline for the final deliverable is January 2011.

ITS application identifiers - number presentation and management
What we do:
Real-time management of applications in ITS requires unique identifiers of applications. Approaches are already specified by CEN, ISO and IEEE. Goal of this project is to develop a harmonized approach in terms of:

Format of the application identifier
- Semantics, e.g.
o class of application such as "electronic fee collection", "freight and fleet management", "road safety", ...
o standardized specific application
o specific application based on private specification
- Management of numbers
o Assignment of application identifier numbers (registration authority / standard / ...)
o Link of numbers to additional information, e.g. priority, communication profile, ...
Why we do it:
The development of Intelligent Transport Systems is an evolutionary approach which started more than 20 years ago. In Europe, the start was at CEN TC278 under the title of "Road Transport and Traffic Telematics" (RTTT). Globally, ISO TC204 - in a joint approach with CEN TC278 - provided standards on the international level. These two activites were supported and complemented by various national activities, mainly also by IEEE 802 and 1609.
About 10 years ago, the international approach towards a basic set of communication standards for ITS started in ISO TC204 WG16 on "Communication Access for Land Mobiles" (CALM).
In 2004, the Car-to-Car Communication Consortium (C2C-CC) was founded as a European industry interest group of the car makers.
In 2007, ETSI TC ITS was founded with the initial goal to speed up procurement of ITS in Europe.
In 2008, the EC prepared the directive on "Framework for the deployment of ITS in the field of road transport and for interfaces with other transport modes".
In 2009, EC/DGINFSO and USDOT/RITA signed the "EU-U.S. Joint Declaration of Intent on Research Cooperation in Cooperative Systems", which aims on global harmonization of ITS by means of standardization.
The large number of research projects funded by the EC shows the real market interest of stakeholders. As a consequence, there was significant feed-back to standardization, e.g. towards CALM.
Based on this situation, we recognize the importance to enable further development of ITS standards and harmonization of standards by providing the key-element "ITS application identifier". The urgent need for this key-element is also expressed by a new work item at CEN TC278 WG16 "Cooperative systems in ITS". TC278 WG16 will act as "official" interface towards ISO TC204 with respect of European needs and international harmonization.
How we do it:
The project requires discussions with experts from CEN TC278 WG9, ISO TC204 WG16, IEEE 1609 who already published specifications on application identifiers. Further discussions will be with experts from CEN TC278 WG16 and ISO TC204 WG18 (cooperative ITS).
Deliverables:
The result will be presented in the draft ETSI "Technical Specification" TS 102 860 "Classification and management of applications".
Time plan:
A first report is scheduled for the meeting of ETSI TC ITS WG2 in Trondheim, end June 2010.
A first draft of TS 102 860 will be made available after the meetings of ETSI TC ITS and ISO TC204 WG16 (jointly with experts from IEEE) in Trondheim, expected for end of July 2010.
A first stable draft will be made available after the meeting of ISO TC204 WG16 in Korea, November 2010.
The deadline for the final deliverable is January 2011.
