Interoperability and Integration of Global Navigation Satellite Systems (GNSS)
with Telecommunications Systems for the provision of location-based services

What we do:
The work responds to a need for standards relating to fundamental system
architectures combining telecommunication networks with Global Navigation
Satellite Systems (GNSS - e.g. Galileo) and other navigation technologies for
the delivery of location-based services. A standardisation framework will be
developed for many domains of application of GNSS in cooperation with other
systems, such as Next Generation Networks (NGN), Mobile Satellite Systems (MSS),
Fixed Satellite Systems (FSS) and Earth Observation, and which may contribute to
a "System of Systems" environment.
The focus of the standards will be on the main features of GNSS including:
- Location system architecture
- Interfaces
- Protocols
- Performance
- Operational environment
- Test procedures

Why we do it:
There is growing use of complex location systems to satisfy the expansion of
location-based applications in the mass-market. A location-based application
delivers a service to a user or external entity, based on the location of one or
more mobile targets, and to do this the application makes a request to an
associated location system.
The type of integrated system needed to deliver location-based services consists
of a GNSS location system combined with communication systems and with external
service providers supporting location-based services.
No single standards body is responsible for this type of GNSS standardisation,
but several standards bodies have generated standards for some of these types of
applications and systems within their brief. Hence up to now, location-based
technologies have been specified partially and independently in these bodies.
This work aims to establish a firm basis for fundamental GNSS system standards
which would also offer support to other standardisation groups/bodies in GNSS
aspects.
The work is also a response to EC mandate M/496, specifically to dossiers linked
with the programmes Galileo and GMES which are represented as GNSS in the STF
work.
How we do it:
We work in close cooperation with the SES SCN WG.
Cooperation will be sought with other standards bodies such as ITU, 3GPP, RTCA,
RTCM and the Open Mobile Alliance (OMA) who have already generated relevant
standards in this domain, in order to obtain consensus on the results of the
work.Progress will also be reported to CEN/CENELEC TC5 for the coordination of any
related activity as well as with the ESO M/496 Coordination Group.
