Reference scenarios for Emergency satellite-assisted Telecommunication Services

What we do:
We are studying the needs for emergency communications via satellite in
certain disaster situations. As a first step in this process, the objective of
this STF is to define reference scenarios for the evaluation and dimensioning of
satellite-based emergency telecommunications. Then an evaluation framework for
the dimensioning of a satellite-based emergency telecommunication network for
first responders (in charge of search & rescue operations and emergency
sheltering) will be established for each selected scenario.

Why we do it:
Major emergencies or disasters may result in existing local
telecommunications networks becoming damaged or overloaded, hampering the
ability of rescue workers to respond and coordinate their activities
effectively. Satellites can play a role in replacing or supplementing other
telecommunications links in these scenarios. In remote areas, telecommunications
may be minimal and here satellites would be a unique and efficient way to
quickly deploy emergency communications. Hence a set of requirements for such
links needs to be established.
The work also is a response to EC mandate M/496, specifically dossier 9 "Disaster
Management" part 2: “Emergency Telecommunication Services” which aims to support
standardization for the optimal needs of the emergency responders.
How we do it:
We work in cooperation with the SES SatEC WG, as well as in liaison with the
EMTEL Special Committee in ETSI, whose activities cover alerting among others,
and with CEN/CENELEC TC 5 Space. Satellite communication is complementary to
emergency communications technology and for this reason other
groups/organizations involved in this subject will be considered: e.g. ETSI TC
TETRA, OASIS and the Forum for Public Safety Communication Europe (PSCE).

The work will be completed by April 2015.
