Specialist Task Force 362:
Energy Efficiency and Broadband Deployment

Who we are:

Team Leader: Mike Gilmore
Team Members: Jean Nunez
Jim Price
Eric Stern

What we do:

We are developing a series of ETSI Technical Specifications (TS 105174-X) which address the energy efficiency of the key sub-systems for broadband deployment ranging from the operators data centres, sites, core networks, via the access network to the customer premises.

The documents being prepared address each sub-system and define methods and practices necessary to promote energy efficiency for that sub-system.  The metrics of energy efficiency (Key Performance Indicators) will be defined for each sub-system and, where relevant, will link into other initiatives such as the EU Code of Conduct for Data Centre Efficiency.

Where deployment options exist, for example in the access network delivering FTTx, their comparative efficiencies may be addressed and balanced against any wider technical merits. Finally, any obstacles to improving energy efficiency of deployment implementation created by legislation and regulation of the operator environment will be addressed.

The major tasks to be performed are detailed below:

  • to standardise the terminology applied to broadband networking in general and the FTTx landscape in particular;
  • to define needs of energy efficiency for broadband deployment and multi-service implementation;
  • to determine the appropriate KPIs in order to monitor efficient broadband deployment;
  • to determine the key barriers to implementation of FTTC and FTTB and to identify where the implementation has been a success and what were the key factors in that success;
  • to identify any “enabling” standardisation required;
  • to present the topic in a way that is easily read and understood by those responsible for “broadband for all” legislation and regulation.

For more details, see our Terms of Reference

Why we do it:

Energy costs continue to rise, a trend that will continue in the future, while broadband penetration is introducing new active equipment to the network architecture.  In this context, it is vital that the main telecommunication actors implement effective general engineering of broadband networks and associated nodes in order to highlight critical issues of energy consumption while proposing essential solutions to true broadband deployment.

Time plan for the work:

Start of the work: November 2008

Target date for end of the work: May 2009
