What we do:
In line with mandate M/460 this technical proposal covers
Urgent Quick fixes - to be performed very rapidly leading to a quick and easy
improvement of the functionality of the existing e-Signature standardisation
deliverables, bringing them up to date with current practices.
The objective of this action is to specify a Baseline Profile
(ETSI Technical Specifications) for all the Advanced Electronic Signatures, i.e.
CAdES, XAdES, PAdES and ASiC (Associated Signatures), which corresponds to the
minimum basic requirements in the context of the “Directive
2006/123/EC of the European Parliament and of the Council of 12 December
2006 on services in the internal market” (EU Services Directive henceforth), and
provide the same basic features with minimal number of options or no options at
all.
There will be two versions of the four deliverables CAdES,
XAdES, PAdES and ASiC baseline-profiles, where the first versions will consider
the short-term signature verification requirements only, (please
find ESI approved versions) and
the second will contain the short-term and a long-term signature base-line
profile.
The short-term requirements will be based on
Commission Decision 2011/130/EU:”establishing
minimum requirements for the cross-border processing of documents signed
electronically by competent authorities under Directive 2006/123/EC of the
European Parliament and of the Council on services in the internal market”. The
long term requirements will be gathered during the work of this STF.
In the second
phase the European Commission kindly hosts the
Brussels workshop with the Services Directive Experts Group on the 14th
of September 2011 14:00-18:00, that provides the assurance that the
proposals for the long term AdES baseline-profiles meet the requirements and
foster stakeholder engagement.
Stakeholders were invited to provide position-papers, use-cases and requirements
in the first half of July 2011 and received a formal invitation a moth ahead of
the workshop. If needed a second workshop may be organized.
ETSI also established a stakeholders' mailing list to inform on the
progress of M/460 execution, CEN/ETSI workshop, availability of specific drafts
for comments and important milestones,

Why we do it:
We operate under the Electronic Signature Mandate M/460
requirement for a “rationalised European eSignature standardisation framework”
and Domain 5 (Electronic Signatures) of the EC’s 2010 to 2013 ICT
Standardisation Work Programme. It identifies the need for actions to be carried
out urgently to establish a framework for electronic signature referred to as
“phase 1b – ETSI quick fixes”. The
“quick fixes” work plan is primarily aimed at providing urgent quick technical
fixes to existing electronic signatures standards, in line with the description
of mandate M/460 first aims and with the result of the CROBIES study.
In implementing the Services Directive (Directive 2006/123/EC)
the need has been identified for the use of Advanced Electronic Signatures (AdES)
across Europe. For this to be
achieved consistently across Europe, a common profile needs to be established
for the use of AdES by EU member states.
A joint ETSI / CEN programme for implementing mandate M/460 is described in the
document “Joint CEN-ETSI response to mandate M/460”.
How we do it:
The four experts will be collectively
involved in the scoping, requirements gathering and fulfilment mechanisms
definition tasks. This will ensure that coherence is maintained across all of
the developed ETSI TS.
The
STF will report on its activities at each TC ESI meeting (estimated to be 3
meetings over the duration of the action). TC ESI will then ensure that the
CEN-ETSI eSign CG is informed on the progress of the work. When invited, the STF
leader will occasionally attend the CEN-ETSI eSign CG meetings to report on
specific issues..

Time plan:
- Create four short-term
baseline-signature-profiles based on requirements in
the
Commission Decision 2011/130/EU
by the middle of May 2011.
- Gathering
requirements for the four long-term base-line profiles starting
in June 2011.
- First published version of the short-term base-line profiles is
anticipated in August 2011.
- Second published version of the base-line profiles including the
short-term and the long-term is anticipated in February 2012, as
is the Final report.
