The STF will now enter the dissemination phase of the project. A strategy is being formulated that will include, but will not be confined to the standardisation bodies. You are welcome to contact us in case you have any ideas regarding dissemination activities !
What we do:
This EC/EFTA funded STF has produced the ETSI Technical Specification TS 102 511 Human Factor (HF); AT Commands for Assistive Mobile Device Interfaces.
The ETSI Technical Specification sets out the requirements for a number of AT commands that can be used to enable assistive devices to interwork satisfactorily with mobile terminals.
Why AT commands?
Because AT commands has matured from being a modem control technology to be a
comprehensive and pervasive middleware platform for mobile devices.

Why we do it:
An eEurope community that allows everyone fair access to advanced information and communication services must include those citizens whose disabilities are such that they cannot use devices designed for all. For this group of users, often with multiple disabilities, it is crucial that affordable, effective and usable assistive devices be available. These devices must be able to easily connect to and interact with a multitude of fixed and mobile ICT devices.
The work to achieve this will include the upgrading of existing standards where the necessary Hayes AT commands do not exist (as recommended in the ETSI TR 102 068, developed under the eEurope Action Plan). Consensus building on this set of interface standards will be initialized in the appropriate standards fora (e.g. 3GPP) in a process which involves manufacturers of mainstream mobile devices, assistive devices and groups representing the user with different special needs.
Standardized communication with assistive mobile devices will improve the quality of life for millions of disabled citizens of the European Union since it will open up possibilities for Small and Medium-sized enterprises (SMEs) producing assistive devices.
It will also provide a basis for national regulatory authorities to implement the Framework Directive (2002/21/EC), enable member states to take specific measures for disabled end-users in order to ensure access to publicly available telephone services in accordance with the Universal Service Directive (2002/22/EC) and facilitate the implementation of the Public Procurement Directive (2004/18/EC).

Past Events 2007
HF#44MS F will be presented at HF#44, 24-28 September.
COST219ter, on the 1-2 October in San Sebastian.
Conference on the 9th European Conference for the Advancement of Assistive Technology in Europe 3-5 October, in San Sebastian. The conference is organized by AAATE 2007.
Meeting with ITS
Information and discussions with ITS (Swedish
Standards Institute, in telecom) on the 28th of August in Stockholm.
Meeting with ITU-T SG 16
The meeting was held on the 26 June - 6 July
2007 in Geneva. ITU-T SG16 understood that the desire is to see that the
documented commands are implemented in as many mobile devices as possible
for the benefit of those with disabilities. In order to achieve that
objective, it was agreed during the meeting to create an ITU-T work item on
AT commands.
HF#43
The meeting was held on the 11-15 June. The final draft of TS 102 511
was discussed and amended. The meeting considered that a further two weeks
of review should be allowed before final approval.
HF interop
Presentation and discussion, on the 24-25
April at ETSI.
3GPP SA1#36
Coordination with 3GPP SA1 working on Service
and system Aspects. The meeting was on the 27th of April in Madrid. The STF
had hoped to start a new 3GPP work item during this meeting, but
unfortunately this topic (access to mobile services by disabled users) is
not a priority within the 3GPP, so the suggested new 3GPP work item did not
receive support from the industry representatives at this meeting.
3GPP CT1#46
Coordination with the group responsible for
the Technical Specification 27.007; 3rd Generation Partnership Project;
Technical Specification Group Core Network and Terminals; AT command set for
User Equipment (UE). The meeting took place on the 28th of Mars
in Warsaw.
Joint ETSI USER group and HF meeting
The meeting took place at NORMAPME in Brussels
on the 20th of February 2007.
Milestone D was approved.
Events 2006
ETSI Technical Committee Human Factors
Milestone A (table of contents and scope) has been approved at HF#40, 16
June at ETSI.
Workshop, ICCHP 2006, 10th International Conference on
Computers, Helping People with Special Needs
The first workshop has been held on the 11th of July 2006. It has
been organized by STF 304 in association with the ICCHP 2006, 10th International
Conference on Computers, Helping People with Special Needs, July 12-14,
University of Linz, Austria.
Stakeholder interviews at ISAAC
Stakeholders have been interviewed at the ISAAC (International Society for
Augmentative and Alternative Communication) conference. This year the 12th
Biennial International Conference of ISAAC was held on the 29-31st of July and
the 1-3rd of August in Düsseldorf, Germany. 48 exhibitors presented their
products at this year’s conference.
Workshop, Rehabilitation and day centre in Upper
Springland, Perth
The next workshop has been held on the 21st of September 2006 at
the Rehabilitation and day centre in Upper Springland, Perth in Scotland. People
with various disabilities have be asked to give their opinions about tasks
corresponding to different mobile technology usage scenarios.
ETSI Technical Committee Human Factors
Milestone B (initial draft) has been approved at HF#41, 22 September at
ETSI.
Presentation, ID-dagarna
A presentation of our work has been held by
Erik Zetterström on the 11th of October 2006 at ID-dagarna at the Factory in
Nacka Strand, Stockholm. Following the presentation, there were discussions of
key topics.
TCAM eWG on disability
Our work has been presented and discussed at
TCAM eWG on disability, 16-17th October at the European Commission, DG
Information Society and Media, in Brussels. The main goal of the TCAM
(Telecommunications Conformity Assessment and Market Surveillance Committee)
meeting was to reach agreements to implement important features for accessible
communication in mainstream communication products and services.
