Terms of Reference (ToR) for
Technical Committee Access, Terminals, Transmission and Multiplexing (ATTM)

Scope

The scope of Technical Committee (TC) ATTM addresses operational aspects of Access, Terminals, Transmission and Multiplexing including all aspects within the ETSI scope covering cabling, installations, implementation of network services, signal transmission, multiplexing and other forms of signal treatment up to digitalization in private and public domain, excluding those aspects that relate to Hybrid Fibre-Coaxial cable networks. 

Areas of activity

Within the above scope, ATTM is responsible for standardisation of:

  • Digital access, particularly for Digital Subscriber Line (DSL) systems, including coexistence aspects of metallic access systems and in-building Power Line Telecommunications (PLT) systems.
  • Reverse Powering of local Access Nodes from Customer Premises Equipment co-existing with DSL and voice services.
  • Fixed Radio Systems, including antenna and operational aspects.
  • Operational aspects of implementation and deployment of sustainable digital multiservice network solutions in the field (including aspects relating to smart communities) and monitoring of operational ICT until end of life (including waste management). 
  • Power Line Telecommunications (PLT) inside public buildings and communication between public buildings and street furniture.
  • Operational KPIs to monitor global sustainability of ICT deployed network services & networks in the field (e.g. Global KPIs, Smart Communities KPIs).

A close cooperation and collaboration will be maintained between:

  • TC ATTM and TC EE in areas of control and monitoring of energy efficiency, method of measurements and technical KPIs for energy efficiency, environmental impact assessment and management (i.e. Life Cycle Assessment, Circular Economy, e-waste management). 
  • TC ATTM and TC Smart M2M in area of network services and their deployment. This cooperation will be reinforced by a close collaboration with oneM2M.

TC ATTM also closely collaborates with the Technical Body(ies) (TB) responsible for Communications Networking and Services and the exact border line between the activities will be adapted to the members’ needs by collaboration between the TCs and ETSI Board. Signaling protocols are excluded from ATTM, except for identified technologies like POTS interaction between terminals and networks and signaling appropriate to power line technologies. 

TC ATTM studies the applicability and implementation of ISO / IEC / CENELEC as well as ITU / ETSI drafts and deliverables related to the Residential, Professional, Industrial and Operators’ premises including communication equipment. The activities cover all relevant influences from other organizations, coordination, convergence and standardization of the various initiatives and an efficient liaising effort with relevant bodies.

TC ATTM primarily focuses on:

  • Attracting and enhancing expertise with the objective to develop and maintain ETSI deliverables on all aspects of infrastructures and transmission within its scope
  • Where requested by another ETSI TB, support their work on infrastructures and transmission aspects
  • Access network aspects within its scope
  • Standardisation of Fixed Radio Systems

Within its scope, TC ATTM addresses the specific technology, equipment, installations and regulatory aspects of the physical layer, e.g. of:

  • Transmission issues of interfaces
  • Frequency and spectrum management on the non-radio Communication Infrastructures e.g. on metallic access, including coexistence between these systems and in-building PLT systems, and optical fiber infrastructure
  • Analogue and digital presented Communication interfaces of balanced wired (twisted pair), in-building PLT and optical fiber Infrastructures 
  • Interfaces based on new technologies as far as they are relevant for Communication Infrastructures
  • Testing methodology in metallic access and in combination with in-building PLT systems
  • Point-to-point and point-to-multipoint radio systems and infrastructures used for the fixed service (core and access networks), covering all equipment aspects including antenna parameters 
  • Transmission related aspects of network architecture(s) (including protection issues) 
  • Specification of the transmission functions and performance of the network elements such as transmission paths, path elements, sections, systems, functional entities, antenna, cable and optical fiber
Within its scope, TC ATTM will: 

  • advise the relevant ESO bodies on transmission aspects of service requirements
  • work on end to end transmission over networks in support of customer’s applications
  • support the development of appropriate interfaces to network based services always in collaboration with relevant TB
Additionally each one of the ATTM WG in their area of activity, under the leadership of TC ATTM will contribute to the promotion at a global level of the existing ETSI deliverables to the development of a consistent approach to standardization of emerging technologies and services with a view towards producing global standards.
