Revised Terms of Reference for Technical Committee (TC) Environmental Engineering (EE)

1 Responsibility

The Technical Committee EE is responsible for defining the environmental and infrastructural aspects for all telecommunication equipment and its environment, including equipment installed in subscriber premises. Wherever possible this will be achieved by references to existing international standards.

The field includes:

1)     Environmental Conditions (WG-EE1)

2)     Power Supply, Bonding and related topics (WG-EE2)

3)     Mechanical Structure and Physical design of equipment and structures

4)     Environmental affairs (WG-EEPS)

5)     Environmental matters associated with Mobile ICT devices (WG M-ICT)


2          Areas of activity

1) Environmental Conditions (WG-EE1)

The environmental conditions on the telecommunication and datacom equipment (mechanical, biological and climatic conditions) Active substances on telecommunication and datacom equipment (mechanical and chemical) Equipment acoustic noise emissions The definition of the corresponding environmental tests for all telecommunication and datacom equipment and facilities, including customer premises

The thermal management for the co-location of equipment in the same facilities. This includes the deployment of outdoor cabinets. 


2) Power Supply, Bonding and related topics (WG-EE2)

The definition of the power supply interfaces of all telecommunication and datacom equipment, installed in telecommunications centres, in access networks, in remote sites and in customer premises.

The methods for earthing and bonding telecommunication and datacom equipment installed in telecommunications centres, in access networks, remote sites and customer premises.

It also includes the following aspects:

•     Power supply equipment and power distribution systems

•     Definition of the monitoring and control interface of power and cooling systems of telecommunication and datacom equipment

•     Determination of sizing of power plants for improved energy consumption 


3) Mechanical Structure and Physical design of equipment and structures

The definition of equipment practice for telecommunication equipment installed in telecommunication centres and outdoor enclosures (e.g. street cabinet). This includes the definition of methods for measuring and testing.

The thermal management for the co-location of equipment in the same ETSI rack.

 

4) Environmental affairs (WG-EEPS)

Analysis of European environmental legislation, in terms of ecological aspects, and assessing its impact on Telecommunication infrastructure and equipment.

Establishment and maintenance of liaisons with CEN/CENELEC and the European Commission on development of ecological environmental related product deliverables (e.g. standards or technical report) applicable to telecommunication infrastructure and equipment.

Environmental affairs covers the combination of climatic, physical, chemical, and biotic conditions that may affect the growth and welfare of organisms and nature conservation.

It also includes aspects of :

•     Reduction of energy consumption in telecommunications and datacom equipment and related infrastructure.

•     Renewable energy sources for powering telecommunication and datacom equipment.


5) Environmental matters associated with Mobile ICT devices (WG M-ICT)

The scope of the work is development of ecological environmental related product deliverables specific to the Mobile ICT device.

Mobile ICT device definition:

A hand portable equipment which has the capability to support voice communication as a primary function to connect to a Mobile Network via GSM, IMT 2000, 3GPP Radio Access Technologies (and their evolution) and includes UICC/eUICC containing Subscriber Network Provider Subscription data.

The Working Group is responsible for developing ETSI deliverables within the scope of TC-EE specific to Mobile ICT devices as defined above.

Analysis of relevant European environmental legislation, in terms of ecological aspects, and assessing their impact on Mobile ICT devices.

Support TC-EE in the establishment and maintenance of liaisons with CEN/CENELEC and the European Commission on development of ecological environmental related product deliverables (e.g. standards, technical report) applicable to the Mobile ICT devices.

Environmental impact covers the combination of climatic, physical, chemical, and biotic conditions that may affect the growth and welfare of organisms and nature conservation. They may also include aspects of eco-design as determined by the European Commission.

This WG will support TC-EE to liaise with:

·         other ETSI TBs (e.g. ATTM, MSG) on deliverables that are specific to Mobile ICT devices

·         other organizations such as ITU-T SG5, 3GPP and CEN/CENELEC on matters related to Mobile ICT devices.

TC-EE may appoint experts of this Working Group to liaise with other organizations on matters related to Mobile ICT devices


3          Lifetime of Working Groups

The Working Groups will continue their activities as long as there is a need to produce deliverables, and to also maintain the published documents related to their areas of responsibility.
