Terms of Reference (ToR) for TFES: TC MSG / TC ERM Task Force for the production of Harmonised Standards under the RED for the IMT family

1. Responsibility

The Task Force is responsible for developing European Norms (ENs) intended to become Harmonised Standards under the RED Directive(2014/53/EU), for members of the IMT family [1].

The Task Force should organise its work to ensure that, as far as possible, Harmonised Standards are available to meet market needs and timescales for placing on the market and putting into service of IMT equipment within the European Union.

2. Scope

The scope of the work is to develop ENs applicable to the following members of the IMT-2000, IMT-Advanced, and IMT-2020 families of radio interfaces, as defined in ITU-R Recommendations M.1457, M.2012 and M.2150 respectively, e.g.:

·         IMT-2000: UTRA FDD and E-UTRA FDD

·         IMT-Advanced: LTE-Advanced

·         IMT-2020: 5G NR

 IMT families of radio technologies for Professional Mobile Radio (PMR), Public Access Mobile Radio (PAMR) and Public Protection and Disaster Relief (PPDR) are encouraged in TFES scope.

The technical work of the Task Force will be limited to essential requirements falling under Article 3.2 of the RED Directive. However, work may also be required in respect of Article 3.3 if the Commission makes a decision in respect of this part that is applicable to IMT. The Task Force may liaise with the groups with responsibility for Article 3.1, and may use specifications developed by these groups in its deliverables, where appropriate.

The Task Force bases its work on the relevant EC and ECC Decisions on the IMT bands, and any additional guidance from ECC and ERC Recommendation 74/01 on unwanted emissions in the spurious domain.

The Task Force takes account of the continuing development of the IMT family. In particular, it seeks to base its work on the most recent versions of the specifications of the SDOs that are referenced in ITU-R Recommendations M.1457, M.2012 and M.2150.

3. Deliverables

The Task Force develops ENs in a modular structure with common/generic parts and specific parts. The structure will be a trade-off between minimizing duplication of content and enabling completed parts of the work to proceed to EN Approval Procedure (ENAP) in a timely manner.

The Task Force will also prepare text for inclusion in the ETSI annual report when necessary and for other documents showing the work done in ETSI when appropriate.

4. Life time

The Task Force will continue its activities as long as there is a need to produce new releases of its deliverables and to maintain the published documents.

5. Relations with bodies inside ETSI

The Task Force will report on administrative matters to MSG or ERM as appropriate.

On technical matters, TFES will report to one or both of ERM and MSG as appropriate.

TFES should maintain close liaisons with ERM on the following issues:

·         Liaison with ECC

·         Co-existence analysis techniques

·         Co-existence between IMT and systems for which ETSI specifications or standards exist.

 The Task Force will co-ordinate with TC DECT on the development of ENs applicable to IMT-2000 FT and with TC SES on ENs applicable to the IMT-2000 satellite component.

The Fask Force may liaise if necessary with ERM EMC on EMC standards for IMT.

6. External Relations

6.1        ECC

The Task Force may liaise with the group or groups within ECC with responsibility for IMT on these matters, while maintaining involvement of ERM.

6.2        Other organizations

The Task Force may liaise with other organizations such as ITU/R WP5D, SDOs responsible for IMT family members. The normal method of liaison with ITU/R WP5D will be through individual members

7. Membership

The work is open to all ETSI members.

As this work will be based in part on the work of other SDOs, participants in these groups will be welcome to contribute to the work. If an interested party is unable to participate through an ETSI membership, the chairman shall extend an individual invitation.

8. Resourcing

8.1        Members

The technical work will be through members’ contributions.

8.2        ETSI Secretariat

The ETSI Secretariat will provide support for meetings.
