JTC Broadcast process

JTC Broadcast works differently than other ETSI technical groups. Most of the Work Items (WIs)/deliverables are discussed in identified organisations before they come in JTC Broadcast e.g. DVB, DAB, DRM, RadioDNS, TVAnytime, HbbTV.
There are other WIs that come from a few Members only, however respecting the ETSI rule of four supporting Members for a new WI (except with DVB as the rule is different). In such cases the draft deliverable is usually distributed among (at least) the supporting Members, before it is sent to ETSI.

The process includes the approval of new Work Items (WIs), and the approval of final drafts (before publication or ENAP) corresponding to that new WIs.

Approval of new WIs in JTC Broadcast
-An email is sent to the list by the ETSI Secretariat (usually the JTC Broadcast Technical Officer) asking for approval of the new WI within 30 days, including drawing the attention to the ETSI IPR policy and that “Any member who objects to the adoption of this work item, is requested to indicate the reason for the objection to JTC Broadcast list by (…)”.
-JTC Broadcast Members that have any interest in that WI/deliverable are encouraged to contact the Rapporteur so they can be involved during the drafting of that deliverable.
-Once the new WI is approved it is publically visible in the ETSI Work Programme.

Approval of final drafts in JTC Broadcast
-An email is sent to the list by ETSI Secretariat (usually the JTC Broadcast Technical Officer) asking for approval of the final draft within 30 days, including drawing the attention to the ETSI IPR policy and that “Any member who objects to this draft proceeding to publication, is requested to indicate the reason for the objection to the JTC Broadcast list by (…)”.
-An objection means a sustained technical objection.
-In case of any objections during the approval period a meeting is organised, called resolution meeting, after the approval period in order to resolve the comments and with the aim to get consensus. More than one resolution meeting may be needed.
-After the resolution meeting(s), when an agreement is reached on how to resolve comments a revised draft  is issued by the Rapporteur and sent for approval to JTC Broadcast mailing list (e.g. 2 weeks).

Before the final draft is sent to ETSI Secretariat the Rapporteur is encouraged to upload a stable draft that will be open to comments, mainly when it has not been drafted in an identified organisation (e.g. DVB, DAB ...), and the JTC Broadcast list is informed once the stable draft is uploaded.
