Terms of Reference of Technical Committee (TC) on Aeronautics (AERO)

Responsibility

TC AERO shall have the primary responsibility to develop European standards under EC Mandates satisfying the essential requirements and/or implementing rules of the interoperability Regulation (552/2004/EC) following a CS development mandate by the Commission.

In response to EC mandates to produce standards to support the Interoperability Regulation of the SES, TC AERO will work in cooperation and coordination with EUROCAE as explicitly referred in Article 4.1 (a) of EC Regulation 552/2004.

TC AERO and TC ERM will work together via a Joint Task Force in all matters concerning Harmonised Standards under the R&TTE Directive and take into account the requirements of ITU and CEPT in the production of standards, studies and reports for radio communication, navigation and surveillance systems.

Areas of activity

The activities of TC AERO will include the following:

  • feasibility studies on standardization activities in all relevant areas of European Air Traffic Management Network (EATMN);
  • preparation of ETSI European Norms, Technical Specifications and Technical Reports on interoperability of EATMN;
  • co-ordination of related requirements in order to produce a consistent set of ETSI deliverables and to undertake measures to efficiently continue and stimulate further related work within ETSI;
  • organization of regular meetings/workshops with appropriate stakeholders;
  • liaison with relevant external organisations such as the other ESOs, Eurocontrol, EASA and Eurocae as well as other SDOs where and when appropriate;
  • establishment of external relationships (and joint working groups) with relevant civil/military aeronautical bodies (such as ICAO, NATO and EASA) where and whenever needed in order to ensure interoperability, compatibility and adequacy of the standards and reports produced. Formal relationships will be established using the normal processes via the ETSI Secretariat.
