ETSI Special Committee (SC) TSA (TETRA Security
Algorithm)

1. Responsibility
- The TETRA Security Algorithm Special Committee is
responsible for creating reports (containing confidential specifications),
draft ETSI deliverables in the area of additional TETRA cryptographic
algorithms and protocols specific to fraud prevention/unauthorized access to
TETRA networks and user data privacy.
- SC TSA will be restricted to developing only the encryption
algorithms TEA5, 6 and 7 and the authentication algorithm set TAA2.
SC TSA provides a service to ETSI TC TCCE. All work done by
SC TSA shall be sponsored by ETSI TC TCCE, with the agreement of the ETSI
Board. The full requirements (target dates, commercial objectivities etc.) are
defined by the sponsoring Technical Body and variation requires the agreement
of the sponsoring Technical Body.

TC TCCE is responsible for obtaining the agreement of the
ETSI Board for inclusion of items in the ETSI Work Programme that are to be carried
out by SC TSA.
The objectives set by TC TCCE shall define the level of
confidentiality of the resulting output of SC TSA. The output shall be
“Confidential". The Confidential output is passed to the Director-General
and released to those having need of the information, after first having
received a written confidentiality undertaking.
The composition of SC TSA shall be established by the ETSI
Board upon a proposal put before it by the Board Chairman in consultation with
the Director-General.
On completion of the work items relating to the development
of the encryption algorithms TEA5,6 and 7 and authentication algorithm set
TAA2, SC TSA will be made dormant.
