Oriana is an IT and telecommunications professional with international experience spanning telecom operations, regulatory environments, and large-scale technology projects. She began her career in Venezuela working on TETRA network operations, telecommunications regulation at CONATEL, and IT service management at Telefónica, building a strong foundation at the intersection of networks, policy, and service delivery.

She later moved to Europe, where she worked with leading organisations developing cloud-based software solutions for the travel industry and unified communications. In these roles, she operated in complex, multi-stakeholder environments, applying structured delivery and governance frameworks such as ITIL, PMI, and Agile/SAFe to support scalable and reliable digital services.

Oriana holds a Telecommunications Engineering degree from UNEFA (Venezuela), a Master’s degree in Telecommunications Management from Universidad Blas Pascal (Argentina), sponsored by the International Telecommunication Union, and a Master’s degree in Project Management from Polytech Nice–Sophia Antipolis (France). Her profile is complemented by certifications in IT service management, Agile methodologies, and user-centred design.

In June 2025, she joined the ETSI Secretariat as a Technical Officer. In this role, she supports European and international standardization activities in areas including Human Factors and Accessibility, Railway Telecommunications, and oneM2M programme management. Her work focuses on programme coordination, contribution to the development of technical deliverables, and support to standardization activities underpinning EU policies and regulatory framework.
