CDP Activity Report 2018-2019

Convenor: Lindsay Frost, NEC Europe

Responsible for communicating a technology road map for city leaders, by promoting the use of standards in a replicable solution stack. Standards enable cities to procure smart solutions with confidence that they will be extendable, configurable and interoperable with similar services from other cities.

Tomorrow’s smart cities will be characterized by new services that improve the appeal of these connected urban environments to residents, businesses, investors and tourists.

The enormous scope of smart city applications will span health and social care, building management and connected homes, energy efficiency, waste management, transportation, mobility and environmental issues such as pollution and resource optimization. Cities are increasingly challenged by climate change, aging of the population, digitalization (and outsourcing) of industry and global population shifts.

Our City Digital Profile Industry Specification Group (ISG CDP) is identifying standards to support the deployment and roll-out of smart city infrastructures, building on existing standards and specifications including the work of oneM2M and ETSI’s SmartM2M committee.

The Group is focused on development of a standards-based framework and corresponding technology roadmap. This will enable city administrators to deliver advanced services to their citizens, whilst respecting essential environmental factors, sustainability objectives and reducing overall complexity and therefore also reducing costs.

By adopting a standards-based approach, it is expected that cities will be able to ensure improved levels of quality and experience to the users, ensure the sustainability of the deployments as well as maintaining a certain level of provider independence. To enable this, ISG CDP provides a focal point within a recognized standards body where other actors may share, collect and develop their various technology requirements based on common use cases, with a focus on those that have cross domain aspects.

ISG CDP also collects initial feedback on the results from early trials and pilot projects and seeks to identify best practice recommendations for city service deployments to be made available to the ISG community and beyond. Initial cross domain city applications include: - health/social care (disability entitlement; housing benefit; assisted living and vulnerability) - building management / connected homes - urban lighting - water / waste management and energy - transportation and mobility - environmental issues such as pollution and resource optimization.

In providing a city-centric focus on standards development, and strong cooperation with existing standards groups, work of ISG CDP strengthens the city focus on existing standards initiatives within ETSI (e.g. TC smartM2M, TC ATTM, oneM2M, ISG CIM) and provides a coordinated city input to the ongoing work of those groups.

Work was launched in 2018 on a Group Report (GR), describing a High-Level Architecture for CDP. The purpose of the GR is to avoid defining the next generation of technical silos. All discussions of solutions require common points of interoperability: the report will present a gap analysis and identify an appropriate architecture.

We also conducted a survey of smart city events, reports and deliverables by other Information and Communication Technology (ICT) standardization bodies and research organizations. Meanwhile we continued to capture city needs and service scenarios for their citizens and infrastructure.

LOOK OUT FOR IN 2019 – ISG CDP WORK IN PROGRESS:

  • Group Report (GR) on High-Level Architecture for CDP
  • GR on Value of Standards for Smart Cities – considering issues such as cost savings, risk management, legal compliance, avoidance of vendor lock-in, replicability across multiple city departments and cities, impact on funding opportunities
