TISPAN
TISPAN is the ETSI core competence centre for:
·
next generation networks
·
fixed network interconnection
·
fixed network evolution and next generation
network access, in conjunction with relevant ETSI bodies or external
organisations, as appropriate, e.g. to avoid duplication of work..
·
fixed network evolution and next generation
network access
·
migration from switched circuit networks to
packet based networks with an architecture that can serve both
·
interconnect scenarios, including but not limited
to next generation corporate networks and next generation customer premises
networks
·
integration of multimedia services in the NGN
(e.g. IPTV)
·
customer premises networks and devices (layer 2
and above)
TISPAN is responsible for
coordination of NGN functions
- where an IP Multimedia Subsystem is referenced; this
is in conjunction with 3GPP and in accordance with the agreements regarding
Common IMS
- which require cooperation with appropriate ETSI bodies
or external organisations.
With this understanding, TISPAN is responsible for all
aspects of standardisation for present and future converged networks including
the next generation networks and including service aspects, architectural
aspects, protocol aspects, QoS studies, numbering, naming, addressing, routeing,
security related studies, home devices and home networking aspects, network
management, mobility aspects within fixed networks, using existing and emerging
technologies. TISPAN work is in line with, and driven by, the objectives of the
global ETSI membership.
TISPAN is structured as a single technical committee, with
core competencies, under which there are Working Groups. Working Groups have
specific core responsibilities and technical competencies. TISPAN has a
programme of activities which are managed and organised by a hierarchical system
in order to meet their objectives. The terms of reference of the Working Groups
are to be found in separate documents.
TISPAN Core Competencies
·
Definition of general network and service aspects for all existing and new
generation access and core networks, in conjunction with relevant ETSI
bodies or external organisations, as appropriate, e.g. to avoid duplication of
work.
·
Definition of the inter-working between traditional Switched Circuit Networks
(SCNs), especially those served by PSTN, ISDN or PLMN networks, and the emerging
NGNs.
·
Definition of information transport capabilities, signalling requirements,
protocol design and associated test specifications. The Adaptation, profiling
and standardisation of protocols and protocol solutions.
·
Definition of NGN home devices and home networking aspects considering layer 2
and higher layers. Regarding the layer 2 issues, TISPAN will have the ownership
of the layer 2 related to the NGN home devices and networks and will closely
coordinate with TC ATTM. Note: TC ATTM will keep the ownership of layer 1.
·
Definition of mechanisms providing consistency and interworking between public &
corporate networks and between fixed & mobile networks including ensuring that
standards take account of regulatory requirements, security, lawful intercept,
emergency communications, quality of service, numbering/naming, billing,
mobility, service provider's requirements, and network management.
·
TISPAN
is focused on delivering the same level of quality and global connectivity from
the new NGN and IP based services that are received from today’s public switched
telephone network as well as new emerging services.
·
TISPAN
has activities that cover both circuit- and packet-switched networks including
IP and ATM technologies.
·
Maintenance of existing standards within the scope of TISPAN and its working
Groups.
Collaboration with other bodies (both inside and outside ETSI)
In conjunction with the above Terms of References the
following are noted:
·
Providing overall guidelines to other ETSI Technical Bodies to ensure a
co-ordinated approach to the development of standards for public networks
including requirements from private networks;
·
Primary
Technical Body for co-ordinating the position of ETSI for ITU-T Study Groups as
appropriate and/or as mandated by the board for the present study period);
·
Primary
Technical Body for liaising and collaborating as appropriate with the CEPT/ECC
Project Teams (e.g. Numbering and TRIS)
·
Liaising
and collaborating with the European Union on regulation, EC Directives and other
relevant issues
·
Co-ordinating ETSI positions on network aspects as appropriate in IETF.
·
Cooperation and maintaining good relations with other appropriate bodies, taking
into account the list of ETSI’s external relations agreements.
