Scope and Field of Application	The preparation of a set of recommendations for the design and development of devices and applications such as mobile phones, smartphones, touchpads, tablet computers and their related applications in order people with learning disabilities (including elderly) to exploit the new services emerging from the rapidly evolving mobile ICT technology .
