| Title |
Cyber Security (CYBER); Resilience of ETSI standards to timestamp epoch rollover events Fitness check and coordination needs Epoch rollover fitness check |
||||||
|
Scope and Field of Application |
This Technical Report reviews existing ETSI deliverables, and the external standards they normatively reference, for assumptions affected by the cluster of deterministic timestamp "epoch" rollover events in the 2036–2038 window (NTP era rollover 2036, signed 32-bit `time_t` overflow 2038, GPS week-number rollover 2038), with the 2106 horizon treated as a long-tail consideration. It identifies where ETSI standards embed temporal assumptions, where requirements or guidance are absent or insufficient, and where coordination is needed across ETSI Technical Committees and with external bodies. The upstream problem framing is the ITU-T SG17 Technical Paper XSTR.epoch (and its taxonomy of failure-mode classes), to which this Technical Report refers rather than duplicates. The Report is non-normative: it produces a gap assessment and recommendations for further standardisation or liaison action; it introduces no new requirements and prescribes no mitigation measures. |

Temporal assumptions underpin security properties (authentication windows, certificate validity, log integrity, replay protection); their violation at rollover degrades those properties. The Report's relevance is primarily security/privacy. |
