Scope and Field of Application	HEN covering the technical requirements and measurement procedures. This work includes merging current versions of part 1 and 2. Revision of current standard parts to cover the essential requirements of article 3.2 of the RE-D. Necessary updates based the latest ERC/REC 74-01 version and amendment of ERC REC 70-03 Annex5, and the withdrawal of ECC DEC(02)01 and the results for the 5th EC SRD DEC update. Clarifications in the measurement procedure.
