TM Approval procedure

1 General

NOTE As a result of taking into use the "Decision Support" application there has been minor modifications to the procedure. However the basic concept previously being used has remained unchanged. For details on the Decision Support application please refer to the above link to the application and select the ? for the application's help information.

Deliverables shall be approved by correspondence. For the correspondence electronic communication (e-mail, ETSI server) shall be used. Also for resolution of PE comments electronic procedures should be used as far as possible.

The WG Chairmen shall send the draft deliverables (drafted according to the ETSI Drafting rules) electronically to the ETSI Secretariat.

The ETSI Secretariat shall start a new TM Approval  by Correspondence procedure when requested, i.e. normally when a deliverable has reached WG approval status. Relevant information (work item number and duration) for the procedure will be
sent out on the TM membershiplist TM@list.etsi.org email.gif (2901 bytes).

NOTE: While taking in use the Decision Support application it is now possible for any ETSI member who is subscribed to the TM membershiplist to participate in the approval process.

There is a period of 30 days allowed to reply (14 days more around Christmas and July/August).

Previously one TMAbC ballot could contain several deliverables. Currently when using the Decision Support application deliverables are processed one by one.

2.1 Consensus measuring, procedure where consent is expected (TMAbC)

The following procedures were agreed at the TM meeting #14, Madrid, Spain, April 2001 (see annex 7 of the report).

A positive response

If you are satisfied with the content of the document submitted to the consensus measuring procedure, no response is required. However you may also vote "in favour"  and in addition submit editorial comments concerning the document if you desire - these will be sent to the rapporteur for consideration.

A negative response

If you are not satisfied and you wish to vote against the document, please indicate this by voting against the document i.e. "strong objection", (a reason is required).

In the event that a negative response is received the following actions will be taken:

  1. The ETSI Secretariat will send the comments to the rapporteur with a request to contact the commenting member(s) and attempt to resolve the comments.
  2. When the resolution has been completed, the rapporteur will return the modified draft to the ETSI Secretariat.
  3. The ETSI Secretariat will send the modified draft on to the next step (e.g. PE, Vote) and inform about the outcome on the TBmembershiplist.

If it is not possible to resolve the comments received, subclause 1.7.1 Item b) of the ETSI Technical Working Procedures will be applied, i.e. individual weighted voting. If at least 71% of the votes are in favour, then the document is approved. For conducting the voting the form as given in section 2.2 is used.

2.1 Voting by correspondence, when consent might be failed (TMVbC)

The "Decision Support" should be used for the voting by correspondence.

EXPLANATION OF VOTING PROCEDURE

What is the vote about?
The xxxx draft xx is submitted to TM for approval.
Following this voting procedure, if successful, the draft xx will be published/sent for further processing.

Who can participate in the vote?
Only one representative of each ETSI full or associate member may vote. The Decision Support application allows anyone from the same organisation to act as the voter. The vote can be changed until the vote is closed, by any person belonging to the same organisation and being subscribed to the TM membershiplist.

What happens if  I vote YES?
You agree with the technical content of the document and that it should be published/further treated.
You may supply editorial comments in addition to your vote, if you desire.

NOTE: The Consensus measuring (TMAbC) does not normally require those in favour of a document to formally indicate this (i.e. it is taken that no reply is equivalent to approval). In case of a Vote (TMVbC), it is requested that all organizations respond, even those in favour.

What happens if  I vote NO?
You do not agree with the content of the document and that is should be published/further processed.
You are obliged to provide an explanation of your reason for voting no, in the form of specific technical comments on the document (i.e. identify specific text together with a proposal for a change to that text and an explanation for the change).
You may also supply editorial comments, if you desire.

How will the vote result be determined?
The vote results will be evaluated according to the decision making rules in subclause 1.7 of the ETSI Technical Working Procedures (i.e. individual weighted voting by each ETSI full and associate member). If 71% or more of the votes are in favour of the proposal, it is deemed to be approved. Abstentions and failures to vote are not included in the evaluation process.

How are the editorial comments handled?
Editorial comments should be included in the document.
