TM Approval procedure1 General(Source: New Technical Working Procedures and previous TM meetings.) NOTE As a result of taking into use the "Decision Support" application there has been minor modifications to the procedure. However the basic concept previously being used has remained unchanged. For details on the Decision Support application please refer to the above link to the application and select the ? for the application's help information. Deliverables shall be approved by correspondence. For the correspondence electronic communication (e-mail, ETSI server) shall be used. Also for resolution of PE comments electronic procedures should be used as far as possible. The WG Chairmen shall send the draft deliverables (drafted according to the ETSI Drafting rules) electronically to the ETSI Secretariat. The ETSI Secretariat shall start a new TM Approval by Correspondence
procedure when requested, i.e. normally when a deliverable has reached WG
approval status. Relevant information (work item number and duration) for the procedure

NOTE: While taking in use the Decision Support application it is now possible for any ETSI member who is subscribed to the TM membershiplist to participate in the approval process. There is a period of 30 days allowed to reply (14 days more around Christmas and July/August). Currently when using the Decision Support application deliverables are processed one by one. 2.1 Consensus measuring, procedure where consent is expected (TMAbC)The following procedures were agreed at the TM meeting #14, Madrid, Spain, April 2001 (see annex 7 of the report).
If you are satisfied with the content of the document submitted to the consensus measuring procedure, no response is required. However you may also vote "in favour" and in addition submit editorial comments concerning the document if you desire - these will be sent to the rapporteur for consideration.
If you are not satisfied and you wish to vote against the document, please indicate this by voting against the document i.e. "strong objection", (a reason is required). In the event that a negative response is received the following actions will be taken:
If it is not possible to resolve the comments received, subclause 1.7.1 Item b) of the ETSI Technical Working Procedures will be applied, i.e. individual weighted voting. If at least 71% of the votes are in favour, then the document is approved. For conducting the voting the form as given in section 2.2 is used. 2.1 Voting by correspondence, when consent might be failed (TMVbC)The "Decision Support" should be used for the voting by correspondence. EXPLANATION OF VOTING PROCEDURE What is the vote about? Who can participate in the vote? What happens if I vote YES? NOTE: The Consensus measuring (TMAbC) does not normally require those in favour of a document to formally indicate this (i.e. it is taken that no reply is equivalent to approval). In case of a Vote (TMVbC), it is requested that all organizations respond, even those in favour. What happens if I vote NO? How will the vote result
be determined? How are the editorial comments handled?
