Scope and Field of Application	To revise TS 103 097 in Release1 following the issues raised from ETSI ITS CMS#7 Plugtests and required corrections impacting the deployment of the EU CCMS. To apply CR#1 on the HeaderInfo extensibility mechanism and CR#2 on HeaderFields extensions to support TS 103 601 Peer2Peer distributions.
