STQ Workshop on QoS for VoIP

General

On 8-9 June 1999 in the ETSI premises, a workshop on Quality of Service for Voice over IP services was organised by Mr. J. Horrocks, TC STQ Chairman. More than 70 delegates, from all over the world, participated. During this workshop, 11 presentations were made and it was concluded with a brainstorming session.

Objective

The objective was to identify and plan the work needed to bridge the gap between routing mechanisms within IP networks and end-to-end quality levels.

Method

It was agreed on to bring together experts from the ETSI/ITU-T and IETF cultures to exchange information, give tutorials and brainstorm on the issues remaining.

Participation

75 persons attended the workshop. 40 % were from manufacturers (mainframe/software) 40 % from operators/administrations and the remaining from other organizations for example consultants or students. 16 countries were present amongst them Japan and the USA. 15 of delegates were experts in the IETF organization.

Discussion Issues

  1. Which queue management protocols are relevant to voice?
  2. What behaviours or parameters should be specified for queue management protocols and included in interconnection agreements?
  3. What exactly should be meant by guaranteed quality, what should be done if only lower quality is available despite the "guarantee"?
  4. Are any new inter-network protocols needed?
  5. Should any parameters be related to the codec type (there will certainly be some interaction, but with many different codecs this could be impracticable)?
  6. What standardisation work is needed to support interconnection?
