In contrast to 2G systems new services in 3GPP will not be standardised. New services will be enabled by Service Capabilities, which are based on toolkits (e.g. CAMEL). CAMEL 4 shall be a superset of CAMEL 3 together with Rel-5 CAMEL additions and shall be available when roaming in or outside the home network |
