Digital Video Broadcasting (DVB)

The work of ETSI falls into two parts: system specifications and standards to assist equipment to be placed on the market in line with European legislation (Harmonized Standards).

DVB System Specifications

The Digital Video Broadcasting Project (DVB) is an industry-led consortium of over 260 broadcasters, manufacturers, network operators, software developers, regulatory bodies and others in over 35 countries committed to designing global standards for the global delivery of digital television and data services. Services using DVB standards are available on every continent.

ETSI standards for DVB system specifications are developed in the EBU/CENELEC/ETSI Joint Technical Committee Broadcast, based on proposals from the DVB Project. 

DVB MHP: ETSI is the Custodian of the DVB Project Multimedia Home Platform (MHP) Test Suites.  How to obtain MHP Conformance Testing and IPR Licensing

DVB Conditional Access: ETSI is the Custodian of the DVB Common Scrambling Algorithm.  Further details are available from the ETSI web site. 

DVB Equipment Standards

Standards for DVB Transmitters are developed within ETSI.  Standards for DVB receivers are available from CENELEC.

DVB Transmitters placed on the European market are required to comply with the R&TTE Directive.  This sets requirements on safety, electromagnetic compatibility (EMC) and correct use of the radio spectrum to avoid harmful interference.

Standards related to safety are available from CENELEC.

EMC standards are developed and maintained by the EMC working group of TC ERM, including Harmonized Standards relevant to terrestrial television broadcasting transmitters, including DVB.

Standards related to the use of the radio frequency spectrum are developed by Task Group 17 of ETSI Technical Committee Electromagnetic Compatibility and Radio Spectrum Matters (ERM).
