TECHNICAL COMMITTEE (TC) ACCESS, TERMINALS, TRANSMISSION AND MULTIPLEXING (ATTM)

Responsible for the standardisation of:
Access, terminals, transmission and multiplexing, including cabling, in-building power line technology, installations, signal transmission and other forms of signal treatment up to digitalisation, in the private and public domains, focusing on the specific technology, equipment, installations and regulatory aspects of the physical layer;
Operational KPIs to monitor global sustainability of ICT deployed services & networks in the field (e.g. Global KPIs, Smart Cities KPIs).
ETSI’s Access, Terminals, Transmission and Multiplexing committee (TC ATTM) addresses the operational and physical parts of Information and Communications Technologies (ICT). The committee works closely with our ISG on Operational energy Efficiency for Users (ISG OEU), sharing the aim of improving efficiency of ICT services and increasing energy efficiency in operational networks and devices, as well as improving the management of ICT waste. We also collaborate with CEN and CENELEC in areas of shared interest via the Installations and Cabling Co-operation Group.
In 2018, the committee continued to focus on the sustainable smart cities, smart rural areas and the ‘green’ needs of operational networks and sites and the energy management efficiency of broadband transmission. Here, we are working to develop tools for ICT users to monitor deployment of sustainable smart cities, smart rural areas and the sustainable efficiency, including eco-efficiency and energy management, of their sites and networks, and to offer the means of implementing the most efficient broadband systems and physical networks, e.g. IP video surveillance over coaxial cable.
We continued to make good progress with a set of ratios, or ‘Global Key Performance Indicators’ (KPIs), to support the deployment of eco-efficient networks and sites and to monitor the energy management of deployed broadband. The aim is to have all the relevant standards completed by 2020. These new KPIs, which will be used to define green sites and networks for all industrial and commercial users, are outlined in a series of ETSI Standards (ESs) based on TC ATTM’s existing KPIs and Technical Specifications (TSs) for energy efficiency in broadband deployment. Both the new ESs and the existing TSs are complementary to European Standards (ENs) for the installation of efficient networks and sites which are being developed by CENELEC.
These standards describe the best practices, most efficient equipment and solutions to build sustainable operational networks, sites and data centres (commonly known as ‘green’ data centres). The KPIs will provide ICT users with tools to monitor the energy management of networks and sites in full compliance with the Kyoto Protocol on climate change and the reduction of greenhouse gas emissions.
TC ATTM’s work in this area supports European Commission (EC) Mandate M/462 on efficient energy use in fixed and mobile information and communication networks. With the help of an EC-funded ETSI Specialist Task Force (STF 516), TC ATTM began upgrading these ESs and TSs in 2016, with the aim of publishing them as ENs by 2018, in time to support potential new European legislation related to the development of efficient ICT products and components.
We continued to develop a multipart TS on broadband deployment and energy management. At the end of 2018, the committee had issued a first version of a subpart on city individual terminals, outlining processes to improve energy efficiency and common infrastructure and to ease the deployment of smart new services such as IP networks in digital multiservice cities. We also published an update of the part on operator sites and data centres, together with further subparts on multi-tenant premises and single-tenant homes.
In the area of fixed radio systems, TC ATTM concluded the revision of the Harmonised Standard (HS) for multipoint equipment in line with the Radio Equipment Directive (RED), replacing the previous version (under 1999/5/EC regime), provisionally also adopted for RED purposes. An EN on multipoint antennas was also aligned accordingly. Reflecting the new HS approval procedure, the draft was sent to the EU Commission Consultants for technical review; only after resolution of their possible comments, the HS could be sent to the usual ENAP process and final OJEU publication.
After 2017’s publication of the Harmonised Standard for point-to-point under the RED in the Official Journal of European Union (OJEU), we revised the HS for introducing new applications in the 80 GHz band. This HS has also been sent to EU Commission Consultants and will follow the same process described above. The work on new millimetric wave bands (within the range 92-174,8 GHz) and new activity on ‘channels aggregation systems’ (for aggregation > 2 channels), in preparation for 5G network needs, are in good progress.
TC ATTM has approved and published a complete updating revision of the Technical Report (TR) on guidelines for EM field evaluation in proximity of parabolic antennas currently used in Point-to-point stations.
At the request of the Telecommunications Standardisation sector of the International Telecommunication Union (ITU-T) and the Broadband Forum, ETSI is leading work on the standardisation of Reverse Power Feeding. Version 2.2.1 of this Technical Specification was published in June 2018. Following a request from the Broadband Forum work has begun on a sub part of this specification covering Reverse Power Feeding over Coax cable. Work will soon begin on a further revision of the reverse power feeding specification for systems working on twisted pair.
Work on VDSL2 (Very-high bit-rate Digital Subscriber Line 2) is now at a mature phase in the ITU-T and the Broadband Forum. In 2018 we closed our work item on this topic but maintain ongoing liaison with both organizations in relation to xDSL technologies in the twisted pair copper access network.
Based on the ES defining a global KPI for ICT sites, we published an EN on Data processing Communication Energy Management (DCEM). In parallel, we published a series of ENs on global KPIs considering general and specific requirements on ICT sites, fixed and mobile broadband access networks. The same work on broadband deployment networks resulted in the publication of an EN on generic aspects, ICT sites and customer network infrastructures on homes.
We published an EN on broadband deployment and lifecycle resource management for the end of life of ICT equipment. This work is based on a position paper produced by ISG OEU.
The TS on single mode optical fibre systems for home cabling in response to feedback following implementation entered publication process, with publication targeted in 2019. This work is ongoing to align the content and the terminology of the existing TS on the optical external network testing interface and General engineering of optical building cabling with recently published CENELEC standards.
