What we do :
The STF will produce the following deliverable, for TB
approval:

(TR 102 579) (TB approved draft, to be processed by ETSI
Edithelp before publication)
Title: “Report providing guidance for the production of European Community
Specifications for application under the Single European Sky Interoperability
Regulation EC 552/2004”
with focus on ETSI deliverables but also suitable for Community Specifications
produced by other bodies.

Specification
- Identify how to provide reference(s) to other
appropriate technical material
- Identify how to demonstrate compliance to the
essential requirements and the relevant implementing rules for
interoperability

Why we do it:
The European Union
launched the Legislation “Single European Sky” (SES) in 2004.
The SES legislation is
based on a framework, which contains a number of regulations including “the
interoperability Regulation”. (EC 552/2004)
The objective of this
Regulation is to ensure interoperability of the European air traffic management
network (EATMN) consistent with air navigation services. Under this regulation
the use of a Community Specification is a means of compliance to the essential
requirements of the Regulation and relevant implementing rules for
interoperability.
ETSI expects to be the
lead ESO for Community Specifications subject to communications, navigation,
surveillance and meteorology, where we have a long established competence.
There is a need for an
ETSI “Report providing guidance for the production of European Community
Specifications” to make it easier and more cost effective for standardisation
bodies to draft clauses in the ENs and provide traceability to the Essential
Requirements of the Interoperability Regulation.
First application of
the guidance given in the report will be for the production of the Community
Specifications tasked in the European Commission`s mandate M390.
