What we do :
The STF will produce the ETSI Technical Report
DTR/ERM-TG25-027: Detailed inventory of existing standards and
specifications of ATM
The proposed STF will, under the guidance of joint activity between ETSI
(ERM-TG25), EUROCAE and other relevant bodies (including CEN and CENELEC),
perform the necessary review of the existing material and other work currently
under preparation in organisations such as EUROCAE and EUROCONTROL in order to
prepare a work programme proposal for the whole package of standards that need
to be prepared under the mandate. This activity will involve close liaison and
contact with the different organisations involved (e.g. the Galileo Joint
Undertaking for item 5.3 in the list of topics in the mandate).
The large number of activities in Europe, within CEC sponsored projects, in
Eurocontrol, Eurocae and national Air Navigation Service Providers (ANSP’s) need
to be assessed in some detail to avoid duplication of work and sub-optimised
approaches. The most suitable approach to solve this task is seen in
establishing a comprehensive work programme with clear priorities commensurate
with the SES implementation schedules outlining the development of the required
set of standards.
The STF will establish a detailed inventory of the existing standards and
specifications as well as make recommendations about the usefulness of material
that is available from the different CEC sponsored Air Traffic Management (ATM)
related projects. Such an inventory will enable ETSI and its partners to assess
the suitability of the available material and to estimate the additional work
that will be required to complete the tasks related to M/354. ETSI may also
propose additional tasks to be performed to achieve the objectives of the SES
Seamless European ATM system.

Why we do it:
In view of the recently adopted mandate M/354 (“Mandate to
CEN, CENELEC and ETSI for the development of European standards for the
interoperability of the European Air Traffic Management Network (EATMN)”) and
the requirement to provide a work programme for this, the objective of this
proposal is to perform an inventory of the existing work that is underway within
Europe and other areas in order to identify the optimum solutions and identify
gaps.
Mandate M/354 has been produced in order to support the implementation of the
Single European Sky (SES) Regulations that were adopted early in 2004. These
regulations are to harmonise the regulatory framework for the creation of the
Single European Sky conjunction in with:
- Regulation (EC) N° 550/2004 of the European Parliament and
of the Council on the provision of air navigation services in the SES (“the
service provision Regulation”) ;
- Regulation (EC) N° 551/2004 of the European Parliament and
of the Council on the organisation and use of the airspace in the SES (“the
airspace Regulation”) ;
- Regulation (EC) N° 552/2004 of the European Parliament and
of the Council on the interoperability of the European Air Traffic network (“the
Interoperability Regulation”) .
Time plan for the work:
